Senate GOP Back President's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the initial time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a plan unacceptable to Democrats: scrapping the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the longest shutdown of the US government in history worsened on Saturday, as government employees went without pay, airlines were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's meeting got started, GOP senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator said.

Another senator praised Trump's proposal on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Democratic senators expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator reacted to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I applaud your support for universal healthcare."

Ongoing Negotiations

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in exchange for a future vote on the Obamacare payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should agree to a 12-month continuation of the subsidies before discussing the future of the tax credits.

"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.

Several analysts suggested that the core of such a proposal would remove the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a iteration of the proposal that failed to garner enough backing in 2017.
